Buying property in Torre del Mar and Vélez-Málaga.
Vélez-Málaga, the capital of the Axarquía, and Torre del Mar, its resort on the sea, about ten minutes apart by car. Seven new developments from €220,000, six of them under €300,000.
One municipality, two towns: the capital of the Axarquía and its resort on the sea.
Vélez-Málaga is the largest municipality in the Axarquía, the district east of Málaga, and has been its capital since the fourteenth century. The town itself is inland. It grew up around a tenth-century fortress, and its old quarter is protected as a historic site. The municipality also takes in 22 kilometres of coast. Torre del Mar is its resort on the sea, with a four-kilometre promenade, and Caleta de Vélez, just to the east, has the fishing and leisure port. Smaller places along the shore, Almayate, Benajarafe, Chilches and Lagos among them, answer to the same town hall.
Seven of the developments on this site are here, and they split by place. Three are in Vélez-Málaga town, in the centre and the newer southern part, nine to eleven minutes by car from the beach. Two are at Torre del Mar: Aquamar on the northern side and Azure Living on the western edge, a short walk from the promenade. One is inside the Baviera golf course on the northern side of Caleta de Vélez, and one is on the high ground at Lagos, the easternmost village, closer to El Morche and Torrox than to Torre del Mar. What decides between them is whether you want to live in the town or by the sea.

What I actually know about Torre del Mar and Vélez-Málaga
- Seven new developments are on file for Vélez-Málaga, Torre del Mar, Caleta de Vélez and Lagos, with starting prices from €220,000 to €455,000 on the developers’ lists in October 2026. Three are under construction and four are selling before building starts.
- Idealista prices the towns of the municipality separately. In September 2026 Torre del Mar asked €3,459/m², Caleta de Vélez €3,141/m² and Vélez-Málaga town €2,249/m². Over the year Vélez-Málaga town rose 26.2% and Torre del Mar 10.8%.
- Torre del Mar’s beach is 3,228 metres of fine dark sand, close to a hundred metres wide in places, with a four-kilometre promenade behind it. It holds a Blue Flag for 2026, as do the beaches at La Caleta and Benajarafe. None of the seven developments is on the seafront itself.
- The port at Caleta de Vélez is a fishing harbour and a marina, with 200 berths for boats of 8 to 20 metres, and it won its Blue Flag back for 2026. The town hall calls it the most important fishing port in Málaga province.
- The Hospital de la Axarquía, the public hospital for the eastern end of the coast, is in Vélez-Málaga. The municipality has three public health centres and six smaller local surgeries (Andalucía’s statistics office, 2025).
- Baviera Golf, an 18-hole course designed by José María Cañizares, is on the northern side of Caleta de Vélez. One of the new developments is being built inside it.
- Exit 272 of the A-7 serves both Torre del Mar and Vélez-Málaga. The town hall’s visitor guide lists two ALSA bus lines to Málaga, one from Vélez-Málaga through Torre del Mar and one along the coast from Nerja through Torre del Mar and Rincón de la Victoria.
- By the developers’ figures, Málaga airport is 36 to 52 minutes by car, Málaga city centre 35 to 44 and Nerja 20 to 23.
- Vélez-Málaga has 19 primary schools and nine secondary schools (Andalucía’s statistics office, 2023–24). The international schools I list are further along the coast, in Rincón de la Victoria and Málaga to the west and Almuñécar to the east.

Worth knowing about Torre del Mar and Vélez-Málaga.
The town and the beach are a drive apart.
The three developments in Vélez-Málaga town are nine to eleven minutes by car from the beach at Torre del Mar, and that is the price gap you are looking at. Idealista had Vélez-Málaga town at €2,249/m² in September 2026 and Torre del Mar at €3,459/m², about half as much again. If the walk to the sand matters, that is what it costs. If you are happy to drive or take the bus down, the town is where the money goes furthest.
Most of your neighbours will be Spanish.
Andalucía’s statistics office counted 87,798 residents for 2025, and about one in nine is a foreign national, against more than a third in Manilva and Casares on the western coast. For a buyer who wants to live in Spanish, that is the point. For one who would rather not, it is worth a long weekend here before you commit.
Four of the seven are not built yet.
San Roque 13, Ambar Homes, Azure Living and Proa are selling before building starts, with handovers given for 2028. Buying one means paying in stages against a bank guarantee and waiting. Baviera Golf, under construction, is due in December 2027. If you want a date you can plan around, start with the three already going up.
Three of the price lists give no sizes.
Los Olivos Residencial, Ambar Homes and Aquamar publish a starting price but not the size of the home it buys, so they are missing from the price-per-metre table below. A low starting price on a small flat is not the same thing as good value. I ask for the full price list with the built and terrace areas before we compare anything.
Lagos looks east.
Proa, the houses on the high ground at Lagos, are five minutes by car from the beach at El Morche and eight from Torrox Costa, against eleven to Torre del Mar and nineteen to Vélez-Málaga town. The town hall is Vélez-Málaga’s, but Torrox Costa is closer than Torre del Mar, and the Nerja or Torrox guide covers that end of the coast.
Asking is not achieved.
The idealista figures on this page are what sellers of resale homes are asking, and Vélez-Málaga town has risen 26.2% in a year on that measure. When asking prices move that fast, the evidence that counts is what comparable homes actually sold for, and I check it before any offer. The new-build figures are the developers’ own starting prices, which move less, though the extras and the payment stages often do.

What it costs, and what it costs to hold
The new developments on file here start at €220,000 for a two bedroom apartment in the centre of Vélez-Málaga, and six of the seven start under €300,000. Proa’s three and four bedroom houses at Lagos start at €455,000. Per square metre, the cheapest homes run from €3,163 at San Roque 13 to €5,380 at Azure Living, against idealista’s September 2026 asking prices of €2,249 in Vélez-Málaga town and €3,459 in Torre del Mar.
A new build pays 10% VAT and 1.2% stamp duty on top of the price, plus notary, registry and your lawyer, so plan for 12 to 14% in all. A resale pays 7% transfer tax instead, about 10 to 11% in all with the fees. Then the annual side: IBI to Vélez-Málaga town hall, rubbish collection and the community fee. With a pool, a gym and a garage to run, the community’s budget is the figure to ask for, not the brochure estimate.
Starting prices and €/m² figures are from the developers’ price lists on file in October 2026, cheapest home in each development. Town figures are idealista asking prices for September 2026, from its public price report.
What the new builds cost, development by development.
Idealista does not publish one figure for the municipality. It prices its towns separately, so the scale rows here are Torre del Mar, Caleta de Vélez and Vélez-Málaga town for September 2026. Against them are the developers’ own starting prices, worked out per square metre on the cheapest home in each development, dearest first. Los Olivos Residencial, Ambar Homes and Aquamar publish no sizes, so they are not in the table.
Azure Living is the line to read twice. At €5,380/m² on its cheapest flat it asks more than half as much again as resale homes across Torre del Mar, and more than the dearest district in town, the seafront at Paseo Marítimo de Levante, which idealista had at €4,042/m² in September 2026. What the premium buys is a new building with a pool, a gym and a garage a short walk from the promenade. Baviera Golf asks within 10% of the resale price in Caleta de Vélez. San Roque 13 asks about 40% more than resale homes in Vélez-Málaga town, for a new building with a lift and solar panels in the centre.
What each rung of the ladder looks like.
These are the starting prices of the seven new developments on file for the municipality, from the developers’ own price lists, cheapest first. Six of the seven start under €300,000.

Looking for a buyer’s agent in Torre del Mar and Vélez-Málaga?
That is what I do. I’m Michael from Lunessa Homes — a British buyer’s agent living in Málaga, fluent in Spanish, working on the buyer’s side of the search. One client at a time, and Torre del Mar and Vélez-Málaga sits inside the stretch of coast I cover, Estepona to Nerja.
- Viewings you don’t have to fly for. I walk Torre del Mar and Vélez-Málaga myself and report back straight — including the places that aren’t worth your trip.
- A price sense you can hold me to. lowest new-build starting price is €220,000. When an asking price ignores that, I’ll tell you.
- Local, not general. 36–52 min to Málaga airport by car — the kind of detail that decides a street, and only shows up on the ground.
- The parts that trip people up. The NIE, the lawyer, the bank, the paperwork in Spanish — handled alongside the search, not left to you afterwards.
